'apparently' was appended to the title of this post because the Windows reported the file non-executable though it was actually executable. The extension '.exe' was lost from the file name and Windows relies on the extension to determine filetype.
Fixed. Legacy code did not specify an HTML header correctly. The new version of Firefox couldn't handle it.
