The left hand menubar is too long at present and the user has to scroll down the page (often beyond the page content) to see some of the items.
Having a horizontal menu is approved of especially with the idea of the LH menu being localised to suit the horizontal menu selection. The LH menu being headed with the current top level section title.
Drop down items on the horizontal menu bar would give a quick over view.
Drupal primary links when displayed are usually as a horizontal tab bar or horizontallt placed set of links. There is also a nice menu module that produces drop down menus from Drupal menu specifications. Nice menus are now installed. Nice menu 1 is now based on the primary links and assigned to the page header. This block (and so this menu) is shown on all pages.
Local section left hand bar vertical menus can be implemented by specifying each menu on the admin/menus page. Then assigning these blocks (each menu is displayed in a block) in the left hand bar on only certain pages using admin/build/block.
This menu scheme is being implemented in the simulistics_a theme. Each user (at least admins at present) can choose between a limited selection of themes in their user page edit tab (nothing about user selected themes appears except in the edit tab).

The mechanisms and basic structure are set up. The menus are expected to evolve somewhat.
