May be able to make custom blocks using the Views module
Could check the Recent comments also the recent news, which I think is a View.

Yes it can be done using Views and now has been done so.
A view can have a small summary block with a full page. Blocks can have links to the full page often at the end of the blocks list (a more link) and this is how the Blog and Forum modules organise their list page and block.
To get the more link with the custom blocks we would need custom full pages too, as far as I can see.
